A study by Yayasan Indonesia CERAH and CELIOS found that the early retirement of coal-fired power plants (PLTUs), replaced by renewable energy plants, is more economically beneficial. Bhima Yudhistira, CELIOS Executive Director, stated, “The scenario of retiring coal-fired PLTUs alongside the development of renewable energy plants could contribute IDR 82.6 trillion to the economy, create 639,000 jobs, and reduce poverty by 153,755 people nationwide.”
Agung Budiono from CERAH added, “Early retirement of PLTUs and the development of renewable energy must be implemented in parallel to mitigate their economic and social impacts. The involvement of local governments in developing this policy roadmap is also crucial because the economic effects of this policy are tangible at that level.”
CELIOS researcher Muhamad Saleh emphasized the complexity of the energy transition: “A just energy transition framework in Indonesia is a complex issue because, to date, the central government, PLN, and the JETP Secretariat have not had a uniform and comprehensive framework to serve as a reference.” Meanwhile, the Ministry of Energy and Mineral Resources is drafting a roadmap for the early retirement of PLTUs, and the CERAH-CELIOS study is an important input for its development.
