The Urgency of Revising Presidential Regulation No. 112/2022, Article 3, Paragraph 4b: Ensuring the Safety of the People and Environment of Indonesia

Langkah ambisius Indonesia melalui Peraturan Presiden No. 112/2022 masih belum cukup untuk menjaga kenaikan suhu bumi di bawah 1,5°C. Celah krusial terdapat pada Pasal 3 Ayat 4 huruf b, yang masih memperbolehkan pembangunan PLTU baru untuk industri, padahal kapasitas PLTU industri/captive sudah hampir 30% dari seluruh PLTU batubara yang beroperasi.

Revisi regulasi ini mendesak untuk melindungi lingkungan dan keselamatan masyarakat. Tanpa tindakan tegas, celah kebijakan ini berisiko melemahkan komitmen iklim Indonesia dan memperpanjang dampak sosial serta lingkungan, sehingga dibutuhkan tata kelola yang lebih kuat dan berpandangan ke depan.

Indonesia’s ambitious steps under Presidential Regulation No. 112/2022 remain insufficient to keep global temperature rise below 1.5°C. Critical gaps persist, particularly in Article 3, Paragraph 4b, which still allows the construction of new coal-fired power plants for industrial use, despite the fact that industrial/captive coal plants already account for nearly 30% of the country’s total operating coal capacity.

Revising this regulation is urgent to safeguard both the environment and public welfare. Without decisive action, these policy loopholes risk undermining Indonesia’s climate commitments and perpetuating environmental and social harm, highlighting the need for stronger, forward-looking governance.
