Our Dream

At CELIOS, we believe that fiscal, land, and energy policies must serve people and ecosystems, not oligarchic interests. Our mission is to transform governance structures into tools of equity, resilience, and justice. Today’s systems, where public resources are hoarded by a few while communities bear the costs, fuel inequality, ecological destruction, and political disenfranchisement. This must change.

Where we stand

For too long, regressive taxation, exploitative investments, and extractive energy practices have disproportionately burdened poor and local communities. Power structures, dominated by entrenched oligarchies and opaque governance, obstruct fair access to public services, land, and clean energy. Meanwhile, global partnerships often sideline the needs of communities they claim to serve.

The consequences are visible: rising inequality, ecological collapse, and the erosion of democratic participation. Communities living near extractive industry sites face dispossession, health crises, and environmental degradation, while policy narratives continue to prioritize growth over justice.

We need reform

Indonesia stands at a critical crossroads. As climate change accelerates and social divides deepen, there is an urgent need to reclaim policy-making spaces. The future depends on systemic reforms that prioritize people, not profit; that restore land and energy sovereignty to communities; and that ensure international cooperation is grounded in justice and accountability.

Redefining fiscal, land, and energy governance is not just an option: it is an imperative. By realigning these systems with principles of social equity, environmental stewardship, and participatory democracy, we can build an economy that is just, inclusive, and resilient.

We must fortify governance systems so they do not amplify social and ecological risks, but instead protect and empower communities.

  • Break up monopolistic control over land, energy, and public infrastructure.
  • Reform regressive taxation and reduce energy burdens on vulnerable groups.
  • Mandate transparent governance of resource management and public funds.
  • Eliminate harmful subsidies that sustain extractive industries.

Democratize

Policy-making must be transparent, participatory, and accountable to the public.

  • Institutionalize participatory budgeting and social auditing in all fiscal and energy policies.
  • Strengthen civil society’s voice in regulatory and policy formulation processes.
  • Support local governments and communities in shaping policies that impact their lives.
  • Promote public interest institutions and community-owned energy systems.

Realign Resources

Public and private investments must align with inclusive development and ecological restoration.

  • Channel financing into community-driven renewable energy and agrarian reform.
  • End public funding for projects that perpetuate inequality and environmental harm.
  • Integrate social and environmental safeguards in all development financing.
  • Ensure foreign-led investments are transparent, equitable, and locally accountable.

Fortify Resilience

We need robust systems that can anticipate and mitigate social, economic, and environmental crises.

  • Build local capacity to manage fiscal transfers and resource governance effectively.
  • Develop contingency frameworks for environmental and economic disruptions.
  • Strengthen legal and institutional safeguards against exploitative foreign influence.
  • Foster media literacy and public awareness on global dynamics shaping local realities.
