CELIOS Sends Letter to UN Over Suspected Irregularities in Indonesia’s Economic Growth Data

Center of Economic and Law Studies (CELIOS) secara resmi telah mengirimkan surat kepada United Nations Statistics Division (UNSD) dan UN Statistical Commission, untuk meminta dilakukannya kajian independen atas data pertumbuhan ekonomi Indonesia kuartal II 2025 yang dirilis oleh Badan Pusat Statistik (BPS). CELIOS menyoroti adanya ketidaksesuaian antara angka resmi dengan indikator ekonomi riil.

BPS melaporkan pertumbuhan sebesar 5,12% (yoy), termasuk pertumbuhan sektor manufaktur 5,68%. Namun, CELIOS mencatat bahwa PMI Manufaktur Indonesia justru berada dalam fase kontraksi pada periode yang sama, sementara porsi manufaktur terhadap PDB turun menjadi 18,67% dari 19,25% pada kuartal I 2025—indikasi berlanjutnya gejala deindustrialisasi dini. Selain itu, PHK massal dan kenaikan biaya produksi semakin menekan industri padat karya.

“Kami menyerukan transparansi. Ada ketidaksesuaian antara data BPS dan kondisi nyata di lapangan,” ujar Bhima Yudhistira, Direktur Eksekutif CELIOS.

Media Wahyudi Askar, Direktur Kebijakan Fiskal CELIOS, menegaskan bahwa data yang kredibel sangat penting bagi perumusan kebijakan dan kepercayaan publik. “Intervensi politik terhadap data statistik melanggar Fundamental Principles of Official Statistics dari PBB. Data yang tidak akurat bisa menyebabkan keterlambatan stimulus atau perlindungan sosial yang dibutuhkan.”

Nailul Huda, Direktur Ekonomi Digital CELIOS, mempertanyakan mengapa pertumbuhan kuartal II justru lebih tinggi daripada kuartal I meski tanpa adanya pendorong konsumsi utama seperti Ramadan dan Idulfitri. “Pertumbuhan konsumsi rumah tangga hanya 4,95% di kuartal I, sementara indeks kepercayaan konsumen menurun dari Maret hingga Juni,” jelasnya.

CELIOS mendesak PBB untuk melakukan audit teknis atas metode BPS, mendorong peer review oleh pakar independen, serta menegakkan standar transparansi yang lebih kuat, termasuk kepatuhan terhadap SDDS Plus.

CELIOS has formally submitted a letter to the United Nations Statistics Division (UNSD) and the UN Statistical Commission, requesting an independent review of Indonesia’s Q2 2025 economic growth data released by Statistics Indonesia (BPS). CELIOS raises concerns over inconsistencies between official figures and real economic indicators.

BPS reported a 5.12% year-on-year growth, including a 5.68% growth in the manufacturing sector. However, CELIOS points out that Indonesia’s Manufacturing PMI was in contraction during the same period, and the manufacturing share of GDP declined to 18.67% from 19.25% in Q1 2025—signs of ongoing premature deindustrialization. Mass layoffs and rising costs have also hit labor-intensive industries.

“We are calling for transparency. There’s a mismatch between BPS figures and what’s happening on the ground,” said Bhima Yudhistira, Executive Director of CELIOS.

Media Wahyudi Askar, Director of Fiscal Policy at CELIOS, emphasized that credible data is essential for policymaking and public trust. “Any political interference in statistics violates the UN’s Fundamental Principles of Official Statistics. Inaccurate data could delay needed stimulus or social protections.”

Nailul Huda, Director of Digital Economics at CELIOS, questioned why Q2 growth outpaced Q1 despite the absence of major consumption drivers like Ramadan and Eid. “Household consumption growth was only 4.95% in Q1, and consumer confidence declined from March to June,” he noted.

CELIOS urges the UN to initiate a technical audit of BPS methods, advocate for peer review by independent experts, and push for stronger transparency standards, including compliance with SDDS Plus.
