The Center of Economic and Law Studies (CELIOS) has submitted an Amicus Curiae in Case Number 26/G/TF/PTUN.KPG on behalf of Agustinus Tuju, an Indigenous community leader from Poco Leok, in a case concerning opposition to the geothermal development project, against the Regent of Manggarai at the Administrative Court of Kupang. This legal opinion is presented to strengthen the protection of constitutional rights, particularly the freedom of peaceful expression, the rights of Indigenous communities to a healthy environment, and the accountability of public officials in governance.
Through this submission, CELIOS emphasizes the importance of a human-rights–oriented judicial decision that rejects intimidation against peaceful civic actions and ensures the consistent enforcement of the rule of law in public administration.

Ekson Wala Amah (WALHI NTT), representing CELIOS, submits the Amicus Curiae document to the One-Stop Integrated Service (PTSP) desk of the Administrative Court of Kupang, Monday, 9 February 2026.
