CIPP JETP Responses from CSO

Koalisi CSO menilai dokumen CIPP JETP masih setengah hati dalam mendukung transisi energi berkeadilan. Direktur Eksekutif CELIOS, Bhima Yudhistira, menegaskan, “Sebagian PLTU yang masuk pensiun dini, yakni PLTU Cirebon-1, sebenarnya sudah masuk dalam skema ETM. Jadi seolah tidak ada niatan untuk benar-benar melakukan penutupan PLTU batu bara. JETP menjadi tidak jelas, awalnya mau pensiun PLTU batu bara justru tidak dilakukan dengan serius.” Leonard Simanjuntak dari Greenpeace menambahkan, dokumen ini kompromistis dan pensiun dini PLTU yang hanya 1,6 GW serta PLTU captive yang tidak dihitung akan jadi ganjalan skenario net zero.

Koalisi juga menyoroti pendanaan JETP yang masih didominasi pinjaman non-konsensional. Bhima mengungkapkan, “Apa fungsinya menunggu dokumen CIPP JETP dirilis kalau kesepakatan dengan negara maju hanya biasa saja, masih pinjaman yang sifatnya business as usual?” Pius Ginting menekankan perlunya meningkatkan porsi hibah dari negara mitra agar pendanaan lebih adil dan sejalan dengan prinsip common but differentiated responsibility.

Selain itu, dokumen CIPP perlu memihak masyarakat dan menjamin inklusi sosial. Verena Puspawardani menekankan, “Hal ini dapat dilakukan dengan melibatkan berbagai pemangku kepentingan, partisipasi masyarakat, dan merangkul pemerintah daerah. Penerapan kesetaraan gender, disabilitas, dan inklusi sosial (GEDSI) juga harus menjadi landasan yang memprioritaskan beragam kelompok rentan dan komunitas terdampak.” Sisilia Nurmala Dewi menambahkan, fokus pada energi terbarukan skala besar mengabaikan energi berbasis masyarakat, sehingga prinsip leave no one behind belum tercapai.

The CSO coalition criticizes the CIPP JETP document for being half-hearted in supporting a just energy transition. CELIOS Executive Director Bhima Yudhistira emphasized, “Some coal plants slated for early retirement, like PLTU Cirebon-1, are already part of the ETM scheme. So, there seems to be no real intent to fully close coal plants. JETP is unclear; the initial goal of retiring coal plants is not being seriously pursued.” Leonard Simanjuntak from Greenpeace added that the document is compromising, and with only 1.6 GW of coal retirement planned and captive coal plants excluded, it will hinder the net-zero scenario.

The coalition also highlighted that JETP funding remains dominated by non-concessional loans. Bhima noted, “What’s the point of waiting for the CIPP JETP release if the agreement with developed countries is ordinary, still mostly business-as-usual loans?” Pius Ginting stressed the need to increase grant portions from partner countries to ensure funding is fair and aligned with the common but differentiated responsibility principle.

Moreover, the CIPP must prioritize communities and social inclusion. Verena Puspawardani stated, “This can be achieved by engaging various stakeholders, ensuring public participation, and involving local governments. Gender equality, disability inclusion, and social inclusion (GEDSI) must also form the foundation, prioritizing vulnerable groups and affected communities.” Sisilia Nurmala Dewi added that focusing solely on large-scale renewable energy ignores community-based renewables, meaning the leave no one behind principle has yet to be fulfilled.
