Village Energy Transition Readiness Index 2026

CELIOS, in collaboration with Greenpeace, has released the 2026 Village Energy Transition Readiness Index report, which shows that the readiness of villages in driving the clean energy transition in Indonesia continues to face structural challenges and significant regional disparities.

This study measures the readiness of villages and urban wards (kelurahan) for the energy transition through three main dimensions: clean energy initiatives, economic resilience, and village governance capacity, using data from PODES 2021 and 2024. The findings indicate that although there have been improvements in village governance, the sustainability of clean energy initiatives and the strength of local economies remain highly uneven.

At the national level, the readiness of villages and urban wards for the energy transition has shown mixed dynamics throughout 2021–2024. Several provinces have recorded progress, while the majority have instead experienced a decline. Urban areas and provinces with large-scale investment (such as Jakarta) have seen rapid improvement, while eastern regions and rural areas continue to lag significantly behind.
