2025 Indonesia-MENA Energy Transition Cooperation: Progress, Prospects, and Recommendations

Cooperation between Indonesia and countries in the Middle East–North Africa (MENA) region gained renewed strategic significance in 2025, as both regions confronted shared challenges related to energy security, economic diversification, and climate change. With global energy markets undergoing rapid transformation driven by stronger commitments to decarbonisation and the accelerated adoption of clean energy technologies, Indonesia and its MENA partners increasingly recognise the urgency of repositioning their energy strategies, strengthening supply chain resilience, and mobilising new forms of investment to support a more sustainable and technologically advanced energy system.

The 2025 Indonesia-MENA Energy Transition Cooperation: Progress, Prospects, and Recommendations report evaluates key developments in Indonesia–MENA cooperation during 2025, assesses medium-term prospects for policy and investment collaboration, and offers recommendations to enhance the diversification, effectiveness, and sustainability of future partnerships. The findings indicate that cooperation between Indonesia and the MENA region is becoming increasingly strategic, multidimensional, and aligned with long-term policy goals on both sides. As Indonesia accelerates its efforts to build a competitive, low-carbon economy, strong and well-coordinated partnerships with MENA countries will play an essential role in strengthening energy resilience, driving industrial transformation, and advancing sustainable development.
