100-Day Report of the Prabowo-Gibran Cabinet: Performance, Challenges, and Expectations

Pemerintahan Prabowo-Gibran resmi menuntaskan 100 hari pertamanya. Untuk itu, CELIOS melakukan evaluasi kinerja kabinet melalui expert judgment dengan melibatkan 95 jurnalis dari 44 media kredibel. Hasil studi menunjukkan Presiden Prabowo meraih nilai rapor 5 dari 10, sementara Wakil Presiden Gibran hanya 3 dari 10. Secara umum, kinerja dinilai belum memadai, dengan janji politik yang baru terpenuhi sebagian dan tata kelola anggaran yang dianggap buruk oleh lebih dari separuh responden.

Beberapa menteri memperoleh penilaian rendah, termasuk Menteri HAM, Menteri Koperasi, Menteri ESDM, Menteri Kehutanan, dan Menteri Desa. Inkonsistensi kebijakan, lemahnya kolaborasi antar lembaga, hingga minimnya langkah nyata untuk perbaikan ekonomi menjadi sorotan utama. Sektor energi dan lingkungan hidup juga menghadapi tantangan serius, mulai dari ketidakjelasan penghentian PLTU hingga konflik antara konservasi hutan dan swasembada energi.

Mayoritas responden (88%) menilai perlu adanya reshuffle kabinet dalam enam bulan pertama untuk memperbaiki kualitas kebijakan dan koordinasi antar kementerian. Studi ini menegaskan bahwa meski ada pencapaian awal, pemerintahan Prabowo-Gibran masih jauh dari harapan publik dan membutuhkan perbaikan signifikan agar dapat memenuhi janji politik serta memberikan hasil nyata bagi rakyat Indonesia.

The Prabowo-Gibran administration has officially completed its first 100 days in office. CELIOS conducted a performance evaluation of the cabinet using an expert judgment approach, engaging 95 journalists from 44 reputable media outlets. The study found that President Prabowo received a performance score of 5 out of 10, while Vice President Gibran scored just 3 out of 10. Overall, the administration’s performance was deemed inadequate, with political promises only partially fulfilled and budget management rated poorly by more than half of respondents.

Several ministers also received low scores, including the Ministers of Human Rights, Cooperatives, Energy and Mineral Resources, Forestry, and Village Affairs. Key concerns highlighted were policy inconsistency, weak inter-agency coordination, and a lack of concrete steps to improve the economy. The energy and environmental sectors face particularly serious challenges, ranging from uncertainty over the phase-out of coal power plants to policy conflicts between forest conservation and energy self-sufficiency.

A large majority of respondents (88%) believe a cabinet reshuffle is needed within the first six months to improve policy quality and ministerial coordination. The study underscores that while there have been some initial achievements, the Prabowo-Gibran administration remains far from meeting public expectations and must take significant corrective measures to deliver on its political promises and produce tangible results for the Indonesian people.
